Ok so we can’t see air because the molecules in the air r really small and we can see solids because they r so compressed that we can see them but in the air they r moving around and spread apart and technically we can see them but we have been in so long that we have gotten used to it same thing with fish they have been in the water so long that they don’t notice it but they can still see it but they can’t see each molecule in the air cause they r way to small for it to see and they are to scared when they r out of water to notice the air is different but underwater looking up it is mostly reflective and they don’t pay attention to what isn’t reflective so the technical answer is yes
