9 is 3 x 3 and 10 is 5 x 2...take one 3 and multiply it by the 2 and you get 6...take the other 3 and multply it by the 5 which is 15. 15 plus 6 equals 21!

I know how to make 9 plus 10 equal 21 BTW!
