I think the developers didn't know that their characters look like similar characters to other games, I'm pretty sure it was an accident.
Second, that's wrong in my opinion. BF looks nothing like a DBZ character lol- (You have a small point but I'm sure even if the creators of Dragon Ball Z did make a character based off of him it wouldn't look so much like the FNF BF.)
