You just gotta put the 0 and then 21 -> 0'21
Another example of % -> 40% = 0'40

Always use this formule > 0'(% asked) x (number asked for)

0'21x100 = 21

If its always a % It is always a 0' the % number and them u just gotta multiply It with the number they ask for (example: 142)
