The basic to animating flowing hair is to
#1. Draw the hair
(Imagine the wind blowing in one direction)
#2. draw the hair lifting in the direction you want the wind to blow.
(It's easy to trace where the hair is because you have a layer behind it)
#3. Draw the hair lifting
(Repeat the steps for 3 more layers)
#4. Then draw the hair falling back into place midway
#5. Draw the hair in its last falling stage and then reset to the beginning.
(Making a loop, then it's flowing hair)
