Why Chandler Takes the 'Commander' place in the so called 'dead' army

Shiga(Chandlers brother) was three when Chandler got taken away, Shiga didn't know at the time so a couple years later he discovered that he was gone, but that was when he made his way up to UA
A couple years later Chandler died from being in a car crash. When Shiga became a villain, Chandler came back as a visible ghost. From a Hero and A villain fight Shiga died and came back as a visible ghost because he didn't want to go to 'hell'.
The way Chandler got Commander is that he was the 'prince' of 'hell' then he got sent to an army for disrespecting the rules of it. So he eventually killed the other commander that was very cruel to the people working in the army and he got praised and he got sent up to commander
