This is Twister.

Twister is a sorcerer who specializes in potions and spells. She has unusual talent for a twelve year old wolf. But when she meets leaf, she learns about his power and is certain he is a Sacred. When she gets her wings, her superstitious village accuses her of the dark arts and drives her out.
