Well in the higher atmosphere above the clowds it can be so cold it can have snow

As you climb a mountain with the altitude getting higher and higher, air gets thinner and thinner. Air pressure decreases with altitude even though warm air rises, as it does, the rising air expands and cools creating moisture. And with moisture and the cold of the atmosphere being closer then ground level, ice is formed.
