We found the dogs owners

The dogs had gotten out the day we found them and they looked starved half to death.The man got them on leashes and dragged them to his truck and said to them menacingly"Your in a lot of trouble!"We got their address and are reporting them to animal control tomorrow when they open.Animal control will give them a chance to get them healthy and then check to see if they did it.
