Yeah, screw the rules, he’s coming back as a fallen angel.

And I’ve figure out a good way for it to make sense.
Mike was an overall good person, who did some things that went against the Bible.
So during the process of coming back as an Angel, he’ll be expelled from the process.
(After he gets his wings and relives/regains his memories.)
He’ll still have all of his scars and will otherwise be normal.
