神威が一人だと思い込んでて神楽が一人じゃないよと慰めておきながら、照れ隠しでお互いにバカ兄貴、馬鹿妹って言っているという話の流れです。(このような展開は銀魂にはありません。)

It is a flow of the story that while convincing that Kamui is alone and comforting that Kagura is not alone, they are shy and tell each other stupid brothers and stupid sisters. (There is no such development in Gintama.)
