Once a year, a Special Mobile Detachment must be dispatched from Containment Barracks-02 at [REDACTED] to Site-22A to defend the runway and airport at the site. The civil building must be cleared of all non-Foundation personnel before September 23 at 0400, and their return must not be allowed before dawn the following day. On October 1, all civilians must be evacuated again before dawn, and their passage to Site-22A must be allowed until the return of the "Pilgrimage Flight".
