SCP-342: A trip flip

SCP-342 can be safely stored in its report folder, in an envelope fastened to the inner cover, as it does not pose a hazard as long as it is not actively used. Such a report folder must be kept in a secure file in High Value Object Storage, and protected by a deployment of biological, chemical, memetic and physical action defenses.
