SCP-466: Mobile Veins

The purpose of this report / proposal is to review the original procedures regarding the entity in question and decide if more acceptable containment solutions are needed. Also attached is the recent incident that prompted the need for this review, the original containment procedures, a revised copy of the procedures that will supersede them, and any other documentation that supports this protocol change.
