Why did Marshal Grouchy didn't joined the Grand Armee at the Battle of Waterloo?

Marshal Grouchy didn't joined the Army bc he was on a Battle with the Prussian Army at East. When Orders arrived on Grouchys Army he said "I Follow the orders only to the emperor himself." which is a Costly mistake by Marshal Grouchy which Napoleon once said after the Defeat
"The Failure of the Battle is Marshal Grouchy didn't effectively persue the Prussians, i could have win against Wellington only if my right have done it's duty."
