It's because General Antonio Luna, has a Serious Problem of Temper and made a lot of Rivals. but Luna was also Experienced than other Philippine Generals making him one of the Experienced Generals on the Army. Emilio Knows that Luna would seperate the Nation into Two If he was made the Leader of the Philippine Army. so Thats why Emilio Didn't made him the Leader.
