How do others paint buckets work

Out of curiosity, because on both my iPhone and my iPad they work the same way, where the fill isn’t a hundred percent, and the colors are either a few tones lighter or darker then what you wanted. I have a galaxy that I use to draw on originally, and it’s fill is different compared to what I draw on now, is it just the apple related devices, or does it just depend what kind you have
