It's because many parents go through hard times or work a lot of hours like (10 hours). Some kids report "neglectave harassment) in the U.S.
We all fall Into categories (especially parents) your good at parenting but your bad at having a good attitude, or you are selfish. Sometimes parents when their kids ask "can I go with my friends" often say "Sure, but have you cleaned your room" most of the kids respond by lying or telling the truth.

Especially people' on the internet can be toxic sometimes, They are toxic because they lack attention, guidance, or human advice. Some people even go far as to say they know your home address and other sensitive information to scare kids all around the world, Most of the time it's just teenagers that are stronger and don't care about their life or people. Another reason is because of depression, sometimes depression can cause poor-manners to the point where they are trying to seek attention, Hopefully their parents beat the hell out of them, or if they have a mental illness, go to a guidance counselor.

But, some people also harass kids because they want them to die and they only care about themselves, that kind of behavior is called (Selfishness)
For example "Hey, can you add me" "No LOL BECAUSE YOUR SO STUPID LOOOOL". Sometimes they want them to feel bad about themselves.
Insercueness is another example of why people/teenagers bully kids on the internet.
