How did Puggy (Peter) come to posses a toy?

Peter died in a car accident with his parents. He came out of the wreck with his toy as a ghost. Then a news agent told him that a hospital needed his help as experiment 113.

He arrived and in the queue met another experiment, Miku (Plum).

He was told to go to chemist on floor 2 and waited for staff in the hospital room when his ghost soul entered the toy.
