My brother was in my dogs face and he bit him, it's his fault right?

I'm crying because my brother is fine. He just doesn't want anyone around him because he's a big baby and he is very disrespectful to everyone, my mom got in my face and started yelling at me for telling him it was his fault. Who here agrees?
