Anyone who knows how to IP ban people, come to this post, I want to end this problem with parapps once and for all

Parapps is a person whose been harassing people on here for about two years, using Explicit content like sexual drawings, or phrases. He just keeps making alt accounts, so, I plan on getting a hacker to find one of his still working alts, and IP banning him so he can never make another account again!
