I would label that as fairly ok, certainly not offensive. It would be offensive if he was for example, saying that Hitler's work was good, or that they needed to restore Nazi Germany, or something like that, but if they're just making fun of the Nazis then that's ok because they were certainly ridiculous people with stupid ideals, but they were evil
