And if there are people who empathize with non-human entities, NOAA calls those people monsters in disguise, even the families of those people would abandon them and hand them over to NOAA so that these serve as food in the concentration camps at the headquarters of this organization.

Monsters captured in the headquarters stay there permanently.

(Basically if your OC is not a normal human then this organization will find him and torture him :p)
