I feel sick to my stomach..

One of my fuckass neighbours was starving the bird and the children were probably abusing it there other bird died and the one my neighbour randomly gave my dad is probably gonna die. The bird is really young too... we can't keep the bird bc we already have two but we can't give the bird back to him either.. the bird is skin and bone.. like its literally animal abuse.. im crying rn I feel so bad for the bird it's probably going to die. The bird is so dirty too its not properly taken care of.. I want to kill my neighbour I'm not even joking
Edit: my parents are taken pictures of it I hope they are going to report it to the police for animal abuse or something..
