I use CapCut, I use the base photo to do the mouth, download that and upload it into a new CapCut edit, animate the eyes (keyframes), download that and upload into ANOTHER edit, then do the arms. For effects I usually download the finished product, make another edit file thing, and put whatever effects I want there. Long and painful process, but the end result is usually worth it.
