Yes accept in cats that arouses theme because of how close the nerves are to there genitals. For dogs it's because it's a hard to reach spot and is asocheated with affection.

From my experience with dogs, they don't usually care where you pet theme to much. Though they do prefer the belly and chest the most, also a firm bet on the rump. The part about theme eating cat droppings... Dogs just do that.
