Looey is a yellow balloon with green and purple mismatched balloon ears, cheeks, and limbs. They have a yellow balloon tail, and wears a white half-turtleneck with a green and purple polkadot pattern.
When hurt by a Twisted, his head will deflate.
Looey is a bright and cheerful Toon who's a part of a circus troupe. Despite this, he seems to have a more nervous side to himself which he doesn't usually show, most noticeable within his extraction lines—regardless, this only seems to arise in mild bouts of unease regarding the machines. Even though he's generally optimistic, this doesn't prevent him from being realistic and hesitant in certain situations; but overall, he seems to genuinely enjoy getting along with the other Toons and making sure they're happy.
