How I draw (not really step by step but just showing frames)

So I want to ask you what I should do with this
(Like make it lineless and shaded, do silhouette and make some of the things glow [like eyes, nose etc] or just color it plainly like usual)
Also I’m going to draw whiskers on cats from now on just because it makes it look more like a cat
