Who lived in a land thousand of years ago doesn't affect who it belongs to currently. If so, the division of the world would be so much more different. I mean, why can't we give The Netherlands back to Spain? It was part of Spain at some point right? Not how it works. Roots are important, but you can't just kick out an established population like that. You can't fix a problem with another problem.
